A Flipnote Citizen is someone who has posted to Flipnote Hatena for more than 30 days and earns the privilege of being able to create and edit contents on Flipnote Hatena. You can also become a citizen by using other Hatena services such as Hatena Haiku.

After you become a Flipnote Citizen you'll be able to create, edit and delete channels on the Flipnote Hatena website.
